Lean in Swedish municipalities -A study of Swedish municipalities that are practicing the lean concept

Objectives: Lean is a management control concept that has become popular within service producing organizations. This study focuses on municipalities, among service organizations, and aims to investigate the presence of lean in Sweden´s municipalities. Through a literature review we will identify different focus areas from the lean literature based on the most common used variables of the concept. With the ground in these variables that are relevant for a service purpose we will examine which variables within these focus areas that the municipalities have adopted and have chosen to practice, and if, to which extent they are practicing them. Finally, the study will examine lean in municipalities from a Public Management Perspective, to se how the employees that practice lean, value the different variables in the aspect of becoming effective and thereby if the concept can contribute to more effective processes in the public sector. Methodology: We carried out an examination of the municipalities in Sweden. The municipalities were contacted over telephone to find out whether the municipality practiced lean. If so, they were emailed our web survey with questions about the lean concept. Thereafter, the answers were collected, the result was compiled and finally analyzed. Findings: We got in contact with 242 out of 290 existing municipalities. Out of the 242 contacted municipalities; 64 of them answered that they practiced the lean concept; 36 of them answered our web survey. The municipalities had either implemented lean in the whole municipality or in different departments. The results showed that municipalities have to a high extent adopted the lean concept in a similar way. All respondents answered that they practiced all the variables of lean to same extent, with a few exceptions. The different variables were also practiced to more or less the same extent. The respondents answered that all the different variables had a high importance of becoming more effective and that the lean concept had contributed to more effectiveness where it was practiced. Originality:This is not the first essay to examine the lean concept in Swedish municipalities. However, the lack of research that focuses on an overall perspective among municipalities inspired us to fill this gap.
Miljökravställandet – med ambitioner om ett bättre klimat. En studie om den strategiska utformningen av miljökrav för upphandlande myndigheter

Den stora betydelsen av dagens miljö- och klimatarbete delas av de flesta människor. Arbetet med att utveckla och ta fram smarta innovativa lösningar för miljön måste ske i alla delar av samhället. Studiens syfte är att genom en utvärdering och analys av fyra upphandlande myndigheter i Sverige ge en bild av hur de strategiskt utformar miljökraven i upphandlingen. Den offentliga upphandlingen i Sverige uppgår idag till cirka 600 miljarder kronor, vilket är en signifikant del av Sveriges totala bruttonationalprodukt. Det blir därför av intresse att studera hur de Svenska myndigheterna i upphandlingen arbetar för en mer miljövänlig framtid. Genom tidigare forskning om offentlig upphandling, organisationsteori och miljö har både positiva effekter och problematik identifierats i arbetet med att implementera miljökrav i upphandlingen. Det strategiska miljökravställandet har i denna studie analyserats utifrån ett nyinstitutionellt organisationsteoretiskt perspektiv med syftet att förklara dess utformning. Intervjuer med tjänstemän på myndigheterna och analysering av väsentlig litteratur har belyst betydelsen av att miljökravställandet och upphandlingen sker grundligt och med stor eftertanke. Studien redogör även för hur myndigheterna valt att presentera organisationens visioner, mål och strategier för ett lyckat miljökravställande. Därtill även hur dessa myndigheters arbetsätt utformats och vilken problematik som förekommer när krav i offentlig upphandling utifrån miljöaspekter ska upprättas.
Perception och navigering av automatiserade körsystem med hjälp av kamera, LiDAR och maskininlärning

Automatiserade körsystem är och fortsätter att vara ett forskningsområde där utveckling och framsteg sker. Anledningar till att detta är ett intressant och viktigt forskningsområde är bland annat att säkerhets- och miljöaspekten förväntas ha en positiv inverkan på samhället om automatiserade körsystem kan realiseras. Det finns två huvudsakliga problem att lösa för att uppnå ett fullt automatiserat körsystem. För det första krävs ett tillförlitligt kooperativt system som ger de autonoma fordonen möjligheten att kommunicera både sinsemellan och med extern infrastruktur. Sedan krävs även ett robust och tillförlitligt autonomt system som säkerställer att fordonet inte är beroende av infrastruktur eller kommunikation mellan andra autonoma fordon. Detta projekt har behandlat utvecklingen och evalueringen av en autonom systemarkitektur, som ej är beroende av någon utomstående infrastruktur eller kooperativa system. Systemarkitekturen evaluerades i en trafikmiljö med nedskalade lastbilsmodeller som är utrustade med inbyggda datorer, kameror samt LiDAR. Resultaten av evalueringen visar att med hjälp av hårdvaran kan lastbilen färdas autonomt i trafikmiljön på ett säkert sätt. Förutsatt att det finns en kantlinje på banan och bredden för körfältet är känd. Genom användningen av bildbehandling kan lastbilen beräkna vägbanans utformning samt sin egen position i relation till vägen. Resultaten visar att algoritmer baserade på maskininlärning kan användas för att öka säkerheten genom att detektera andra lastbilar inom trafikmiljön. Ihop med en LiDAR-enhet kan de detekterade objekten även avståndsmätas.
SPORTSWASHING: En kvalitativ innehållsanalys av begreppet sportswashing i brittisk media – en mjukmaktskapande aktion omgärdad av postkoloniala värderingar

In the last few years the term ’sportswashing’ has been made popular by human rights organisations and sportsmedia in relation to the involvement in sports by states and individuals aiming to extract soft power and, or, laundry it’s reputation and strengthen it’s image. States, corperations and private individuals participations in sports through hosting, or owning, competitions or clubs, is today something that can be seen as highly political. This study exams the term sportswashing through the british media outlets The Guardian and The Independent by doing a qualitative content analysis. The study further exams how sportswashing is described and whether the term is associated with postcolonial values through the theorization of orientalism and eurocentrism and a working defintion of soft power. The results show that both orientalist and eurocentric values are showing in the articles, while not being the overwhelming theme. Sportswashing is thematically talked about in the context of culture and sports performance, human rights and soft power with the main actors accused of sportswashing being Saudi Arabia, The United Arab Emirates and Qatar.
