    En fasad av samtycke eller en kompromiss? En studie av institutionellt tryck och verksamhetsmål för god ekonomisk hushållning

    Syfte och problemformulering: 2004 ålades kommunerna att ta fram verksamhetsmål kopplat till god ekonomisk hushållning. Sedan dess har undersökningar visat att kommunerna i stor utsträckning formulerat finansiella mål, men inte i samma utsträckning formulerat verksamhetsmål kopplat till god ekonomisk hushållning. Vi ville med vår uppsats ta reda på hur det såg ut i kommunerna nu när det gått mer än tio år sedan lagstiftningen infördes. Har de formulerat verksamhetsmål kopplat till god ekonomisk hushållning och hur är målen utformade? Vi undrade också vad det kan finnas för orsaker till att kommuner har reagerat olika på lagstiftningen. Teoretisk referensram: Målstyrning är ett välstuderat ämne. I målstyrningslitteraturen där det konstateras att ett bra mål ska fokusera på effekter snarare än prestationer. Nyinstitutionalism gör gällande att organisationer inom ett organisatoriskt fält i sin strävan att uppnå legitimitet för sin verksamhet på sikt efterliknar andra organisationer inom samma fält, ett fenomen som benämns isomorfism. Teoribilden gör också gällande att organisatoriska förändringar, som kan kallas myter, kan antas i ett ceremoniellt syfte för att uppnå legitimitet. Med detta som bakgrund har andra teoretiker formulerat strategier som organisationer använder sig av för att motstå det institutionella tryck som en lagstiftning innebär. Metod: Vi har gjort en kartläggning av Västra Götalands kommuner där vi har undersökt om kommunerna har formulerat verksamhetsmål kopplat till god ekonomisk hushållning och sedan kategoriserat dem beroende på dess utformning. För att få reda på mer om resonemangen bakom utformningen av målen har vi även genomfört tre fallstudier. Slutsats: Vår studie visar att kommunerna har kommit en bit på vägen vad gäller formulerandet av effektmål jämfört med tidigare undersökningar. Vi fann vid en besiktning av budget och årsredovisning att det är vanligt att kommuner använder sig av en kompromissande eller undvikande strategi mot det institutionella trycket. Detta styrktes av våra fallstudier.

    Findability of Information: Organizational Approaches to Search. A quantitative study of factors affecting perceived satisfaction

    Seldom is there time to search through every single document available when we want to find information at work. With the modern information technology, the accessible information volume in organizations has grown rapidly and continues to do so. The importance of why people must be able to find what they are looking has increased in pace with the abundance of information. Therefore, the area of investigation for this thesis is information-seeking from an organizational perspective. Our purpose with this thesis is to make a contribution of new knowledge to the research regarding how findability and satisfaction are affected by the way organizations addressing search. Thus, the aim of our study is to make an attempt sorting out how organizations’ reason when it comes to matters regarding search and how these affect the perceived satisfaction level. To achieve this purpose, six hypotheses was tested concerning how organizations managing the search of information. To collect the data needed for hypotheses testing a quantitative analysis was conducted. A questionnaire was constructed and distributed in collaboration with a company active in the business of search management and information seeking. A number of 140 organizations of various sizes, world-wide geographical locations and from many different industries answered the questionnaire. This generated a sample that could represent the larger population. Statistically significant evidence was found indicating a relationship between organizational size and employed people’s perception of their ability to find the right information. In addition, results show a correlation between the involvement of a CIO and their relation to strategies. Further, a strong positive linear relationship is showed between the organizations’ perceived satisfaction level regarding search performance and to which extent the employees perceive their information to be findable. The conclusion is that the involvement of a CIO and formulated strategies concerning search most likely leads to more satisfied employees and increased productivity within the organization.     Organizations and Enterprise Search: a Strategic Perspective

    Nowadays, it is widely known that the available information in an organization only increases. To successfully absorb and exploit that information is a challenge of major proportion. This study aims to contribute with deeper knowledge in regards to Enterprise Search, i.e. how companies work and look upon issues related to how internal search issues are managed. In the past, there is a lack of research addressing strategies for Enterprise Search in general. This study draws upon previous work regarding Information Systems-strategies and proposes a framework which can be used for deeper analysis of Enterprise Search-strategies. Nine interviews with organizations of various sizes were conducted in order to gather data and new knowledge to the unexplored research area of Enterprise Search from a strategic perspective. The study contributes with a theoretical framework for how organizations could approach enterprise search strategically. Our study shows that strategies regarding Enterprise Search are important for organization in their work with these issues and have an impact on the level of maturity of the organization. Our study shows that having a strategy or to strategically work with Enterprise search has significant positive effects. However, we can also conclude that strategy is a diffuse term in itself, nonetheless for enterprise search, and the strategic efforts must not have been written down in print to achieve its positive benefits.
