dc.description.abstractThis master’s thesis aim to examine the roles of different stakeholders within a conservation process and how they are influenced by technical, formal/legal and value based concerns. This is done through a case study of mural painting conservation in the church of Barsebäck. The case was chosen because of the conservation process being very protracted by the disagreement between the stakeholders on how to best treat the mural paintings. The paintings where uncovered to be conserved but because of the humid indoor climate, they were threatened by degradation from salt crystallization. Because of this it was suggested that the paintings should again be covered by a sacrificial layer of lime or distemper. By this action the newly exposed mural paintings would lose much of the cultural values they had acquired and several stakeholders opposed the idea. One of the reasons why the conservation process in Barsebäck was so prolonged was the organizational changes, in the early 21th century, when the role of the National Heritage Board was altered and the Church of Sweden was separated from the State. Another reason was the not yet introduced policy about the amount of preliminary investigation a conservator had to do before starting the work. Therefore the mural paintings were uncovered without a debate about the necessity for their conservation. The subsequent debate about covering them could then possibly have been avoided. The term stakeholder is defined by Salvador Muñoz Viñas as someone who contributes to the significance of a conservation object or is affected by its alteration. By this definition there are a number of formal stakeholders within the conservation process in Barsebäck, including conservators, but also some informal stakeholders who are not in the official documentation concerning the conservation and not taken into account in the decision making. Different stakeholders were stating technical, formal and value based arguments for the different treatments of the mural paintings. Even though the question of covering paintings is not just a technical matter, the technical arguments were used more frequently and by more of the stakeholders than value based and formal ones.sv
