The property Majorna 305:22: on the handling of the national interest of cultural heritage
Abstract
Sweden has a system for bringing national interests into municipal planning. Cultural heritage is one of these interests, and the purpose of respecting this particular interest is to guide further development of a community based on previous cultural development. This system has long been criticized and there is consensus regarding that a problem exists, but not regarding what the actual problem is.
The aim of this thesis is to investigate, analyze, and illustrate the perceived problems with the system. This is done with a case study of a building permit process, and by studying the investigations and reports that criticizes the system. The results of the thesis are analyzed in the context of theories of planning ideals and governance, as well as earlier research on the subject.
The results of the case study shows that the municipality's decision to handle the matter as a building permit, rather than to establish a new local plan is crucial. The previously mentioned system enables the municipalities to give building permits without consulting the authorities, which is not the case when it comes to new local plans. This makes it difficult to link the actions taken to planning ideals.
The thesis also show some similarities between the previously mentioned criticism and the case study, and that the criticism mainly problematize the authorities role, and not the municipalities.
