Implementering av mänskliga rättigheter - En komparativ studie av stadsdelsförvaltningarna Majorna-Linné och Norra Hisingen i Göteborgs stad

Abstract
The implementation of human rights can be done in many different ways, therefore it is an interesting research area to focus on and the discourse surrounding this topic is constantly growing. Sweden has a tradition of working with and protecting the human rights, however, Sweden has been criticized from the United Nations (UN). The criticism is about Swedens’ lack of knowledge about human rights. How the public management is handling the implementation and how the human rights are implemented in the public area in the swedish local level, is therefore a question of interest. In our study we have focused on two district administrations in Gothenburg; Majorna-Linné and Norra Hisingen. The purpose is to examine how human rights are implemented in these two district administrations by comparing how they consider themselves to work with the implementation of human rights and what they actually do in practice. The theories used in our study are implementation theory and theory about Public Value and the method to answer the research question was text analysis and interviews based on the theories. The analysis compares the interview responses and the two district administrations policy documents that are used in the implementation of human rights perspectives in operations, together with the theories, to obtain a result. In short, the result is that the district administrations have different policy documents about human rights and both of them are working to raise awareness of human rights from different perspectives. From our study, we could conclude that the surveyed district administrations take the policy documents into account in their efforts to implement human rights. But it is up to the operations themselves to prioritize human rights and set goals for implementation to take place.
