dc.description.abstractThe purpose of this study is to contribute with empirical data to create an understanding of how the hbt-specialists involved in the implementation process look upon their own discression and opportunities to influence the implementation of hbt-policies in the Swedish Agency of Migration (Migrationsverket). The study consists of three semi-structured interviews, to not limit the respondents answers and to ensure they can speak freely in order to capture their reflections and interpretations of the implementation of the hbt-policies. The theoretical approach for this study consists of Lundquist´s theory regarding aspects required for a successful implementation, and Lipsky´s theory about grassroot bureaucrats as policymakers. The material has been analyzed with a theoretical frame of references and three clear understandings from the conducted interviews have been found of how the implementation of the hbt-specialist role and its result. The conclusion drawn in this study is that the hbt-specialists role is still relatively unclear and the role has to be legitimized from management´s direction. There is a need to create clearer guidelines for the role in order for the implementation to get a greater impact.sv
