SIDA - KORRUPTIONSBEKÄMPNING OCH NORM TRANSMISSION En diskursanalys

Abstract
Corruption is a problem that has existed throughout the history of mankind and in the field of political science supposed to be one of the biggest hindrances in developing countries. This has made corruption into a great concern for the international community and one may wonder if it is even possible to eradicate what some researcher label as a form of cancer, namely corruption. This study have aimed to analyse the international aid community and its anticorruption work, using the Swedish International Development Cooperation Agency, Sida, as a representative. In theory foreign aid could be the outside international principal enabling change of the national norm towards corruption, and could also be a boosting mechanism of the same phenomenon. Everything depends on how they act and work on the field and if they do understand the complexity of the context. Through a discourse analysis, modified with influence from the Swedish researcher Mörkenstam, the study identify what the organisation are labelling as corruption and what they see as cause and solution to the problem. Furthermore, Sida are strongly influenced by research and the field of academics in regards of what they do label as corruption, but they tend not to see the possibilities for norm transmission and throughout the analysis material Sida tend to see foreign aid as both the cause and solution upon corruption. All in all the discoveries are both interesting, especially in the post-truth era, considering the fact that Sida actually do take inputs from research and downward sad considering the fact that the organization tend to be way to idealistic and do not want to see the world through clear eyes.
