dc.description.abstract | This study is an initial attempt to investigate how cultural values can be protected and taken into account
in the municipal urban planning. This study has two major purposes: (1.) to investigate how cultural values
are protected by the law and what tools there are to protect these values in urban planning (2.) to
demonstrate how the legislation can be applied and interpreted so that cultural values are protected and
taken into account. The aim of the present paper is to investigate whether there are other approaches
than the conventional planning regulations for the consideration of cultural values in municipal planning.
The first part of the study is based primarily on literature studies to provide a basic understanding of how
the legislation as well as the municipal urban planning should be interpreted and applied. For the second
purpose of the study the case study was used as a method. In order to answer how cultural values can be
considered and protected in municipal urban planning, a comparison has been made between the
cultural values in the environment, identified by various inventories, and the different used planning
regulations.
It was concluded that there are other approaches than the conventional planning regulation for the
consideration of cultural values in municipal planning. The other approach also allows not only preserved
buildings to be preserved but also unimportant buildings as well as important locations, stretches and
lines of vision that contribute to the understanding of the environment are taken into account and
protected. These also allow for consideration of characteristic lines, paths and places that represent an
important value for the environment.
Since the investigation consisted only of two case studies, it is difficult to come up with general
conclusions and before general conclusions are drawn, more research is necessary. On the other hand,
the survey shows that there are benefits for cultural values consideration and protection if the responsible
officers have an antiquarian education. | sv |
