The European Commission is historically seen as a supranational institution that prefers the member states in EU to be unified. The development in the EU has though proceeded towards more differentiation between the member states and they are now less unified. The thesis therefore aims to answer how the Commission reacts to this development. The reaction of the Commission will show what type of institution it is. Either the Commission is an independent institution that does not get affected by a progression that goes against its original goal or it is dependent of the member states and does whatever they want. Neofunctionalism and intergovernmentalism will present the debate that exists about the role of supranational institutions like the Commission. Neofunctionalism explains the happenings in european integration with non state actors giving supranational institutions power. Intergovernmentalism on the other hand say that european integration policy is decided by the member states. These theories will create the analytical tool that will be used to gather in the results.sv
