The heavy use of projects in a slimmed public sector originates from projects contradictory promises of flexibility and effectiveness in the New Public Management context. Usually projects are used as a way to get more resources to long-term needs but are seldom implemented as planned in the regular organisation. Seemingly politicians, management and civil servants preferred are focusing on the positive side of projects as means to legitimate the organizations and to bring change by targeting and steering activities. However, they tend to overlook the negative consequences from projects. Citizens and participants experience frustration and distrust. The long-term development in organizations is scarce. Projects are seldom implemented meanwhile as the problems the projects were expected to target still are remaining or even are increasing.Item Parlamentarisme i norske fylkeskommuner bedre styring og demokrati?(Kommunforskning i Västsverige, 2009) Saxi, Hans Petter; Høgskolan i BodøParlamentarism in Norwegian counties better management and democracy? Since the establishment of the modern county in Norway in 1976, county government has been managed according to the alderman principle, which is characterized by proportional election of parties to the executive board. However, in 1999 the county of Nordland introduced the parliamentary principle, and three other counties, Hedmark, Nord-Trøndelag and Troms, followed suit in 2003. A core element in parliamentarian government is that the cabinet is elected by a majoritarian vote. The effects of parliamentarism at the county level have been majority rule. A majority of the county representatives states that the goals for the reform are realised and there is an increase in support for parliamentarism as a management model. Furthermore, many opposition politicians experience it as being less meaningful and useful to participate in county politics after the introduction of parliamentarism. This is due to the parties in power being given greater resources and capacity, and that politics have taken on a more closed form. There are not any measurable external effects of the new parliamentarian system, like turnouts and the citizens knowledge and trust on the counties. The understanding of the two conceptions is characterized by the existence of three different interpretations. The interpretations expresses that the conceptions partly are perceived as old wine in new bottles , partly as professional conceptions which has to do with genuine innovations and economical profit, and for the last, partly as diluted conceptions used by most people, and too often. Institutional belonging seems to have some certain significance for which interpretation to be weighted the most. The co-workers gender, education or county belonging, however, doesn t seem to have the same significance. The data are mainly gathered from in-depth interviews with 21 co-workers at the county governor s agricultural department, the county councils department of business development, and Innovation Norway s offices in two counties.Item Var och en på sin kant om avsaknaden av synkron samverkan på olycksplatsen(Kommunforskning i Västsverige, 2009) Carlström, Eric; Berlin, Johan; Göteborgs universitet. Institutionen för vårdvetenskap och hälsa; Högskolan VästThis study examines the degree of interaction between SOS Alarm, the police, the fire and rescue service and the ambulance service. The study asks the question: How do the emergency organizations interact at the scene of an incident? The four organizations are studied with the help of an interaction model on three levels. This ranges from a lowintensity, sequential and parallel interaction to a high-intensity synchronous interaction. Data were collected during 2007-2008. The study shows that the organizations prefer to remain on their side when dealing with an incident. They reduce uncertainty by choosing sequential and parallel forms of interaction. Rhetorically, however, they concur with a synchronous interaction, although this is rarely implemented. Earlier studies has shown a reluctance to interact. However, the level of interaction on the accident scene has not been pinpointed before. The Coordination of Integration Policy Delivery at the Local Level in Sweden(Kommunforskning i Västsverige, 2009) Ljung, David; Göteborgs universitet. FörvaltningshögskolanSwedish integration policy is primarily implemented at the local level. In a policy area where many public and non-public actors are involved, the municipal administrations are responsible for coordinating public action. In seeking to make the local integration process work, each municipal administration faces the challenge of managing a complex network of actors as efficiently as possible. The focus of this comparative study is on the relationship between network management and the integration situation in the municipalities. Two hypotheses are tested in an empirical analysis which combines quantitative and qualitative techniques in a two-level design: that (1) local cooperation agreements and (2) high densities in the local implementation networks are positive for integration. None of the hypotheses are supported empirically. Explaining translation of the Common Language Standard in the Danish municipalities(Kommunforskning i Västsverige, 2009) Skov Dahl, Poul; Bergholdt Asmussen, Mikael; University of Southern DenmarkThere is an abundance of standards in the local policy area. Such standards include: The Balanced Scorecard, LEAN Management, Common Language just to mention a few. Standards are characterised by being well-defined formulas to be used by many actors within a field. However, standards are not necessarily being used in the same way everywhere. Standards are translatable. The article contributes with empirical knowledge about the implementation of the Common Language Standard that is used in the senior-citizen area in the Danish municipalities. It is shown that organizational as well as actor based resources can explain the translation processes. Theoretically the explanation is build on sociological new-institutional theory and insights from actor-centred institutionalism. Methodologically the analysis builds on quantitative data in the form of a questionnaire survey among Danish municipalities.Item Debatten om Helsingforsregionen: Mot en flerkärnig storstad eller en samlad metropolkommun(Kommunforskning i Västsverige, 2009) Bäck, Henry; Göteborgs universitet. FörvaltningshögskolanFinnish and international reports and policy documents about the problems of the Helsinki region and proposed solutions are analysed in the article. What problems are emphasised and what organisational solutions are proposed? The problems are discussed in terms of urban sprawl, socio-economic and ethnic segregation and political-administrative fragmentation. An important conclusion is that the domestic Finnish documents avoid problems related to social segregation and advocate organisational solutions that are close to status quo: unchanged division into local authorities, voluntary cooperation and federal solutions (joint committees). In an important territorial overview from the OECD also social segregation is given attention and a new merged consolidated metropolitan government is preferred. If this cannot be achieved the OECD report proposes a two-level solution with a new upper-tier metropolitan authority.
