Abstract

Abstract The Swedish market of electricity has since 1996 been divided into threee different parts. One part for the distribution, one part for the trading and one part for the production of the electricity.

Both the production and the trading are subject to market competition while the distribution part act in natural monopolies. Meaning that the distribution has to be subjected to regulation.

It is a task for The Swedish Energy Agency to perform this regulation and guarantee that the fees are reasonable to the customers. To accomplish this The Swedish Energy Agency have developed a model called the performance assessment model.

Although in order to make the model working it has to be legitimate according to the grid companies. Therefore the purpose for this thesis is to evaluate, through mapping, if the outlook of the grid companies according to the performance assessment model has changed since the previous thesis within the subject.

The purpose of this thesis is also to explain if the performance assessment model contains any structural bias

In order to achive the purpose a questionnaire was sent to all the active grid companies in Sweden and the answeringfrequency amounted to 81.4%. The results were obtained through analyses and crosstabs were later compared with the previous thesis regarding the phase of development of the performance assessment model established by The Swedish Energy Agency.

The main results are the fact that there exists structural bias in the outlook of the grid companies towards the performance assessment model and obvious negative outlooktrends in the comparison to the previos thesis.
