Abstract
This essay examines the implementation, between the state and municipalities, of municipal action plans relating to work to counteract prostitution and human trafficking, and whether the successful implementation of municipal action plans has an effect on the number of police reports relating to prostitution and trafficking. The hypothesis for the essay is that the implementation of such municipal action plans should raise the number of police reports, and that, by this measure, the implementation may be considered successful, as per the decision maker's intention.
This essay uses the implementation perspective Top-down as a theoretical framework. My
theory is that the state policy implementation of the municipal action plans follows the linear
hierarchic process model.
My survey was conducted through a total sample of all Swedish municipal authorities.
Each was asked if they had a municipal action plan regarding prostitution and trafficking. All
municipalities who responded were compared with regard to total numbers of relevant police
reports. Population was used as a control variable based both on the additional resources
available to major municipalities and higher levels of prostitution and trafficking in these
municipalities. The hypothesis was disproved when I added population as a control variable in
my statistical design.
