Abstract
The work to transform the Vietnamese economy from a planned economy to an unplanned economy began in 1986 with Doi moi. This allowed foreigners to invest in the country through foreign direct investment (FDI). Since then, several economic reforms have been implemented to improve the investment climate in the country. How successful have the government been in their efforts to attract FDI? This essay analyses if the policies implemented by the government have been successful. It also describes how the inflow of FDI has been allocated and which sectors and provinces that have attracted FDI.
The analysis shows that two major policy changes, in 1986 and 2006, increased the inflow of FDI substantially. The analysis also shows that some provinces and sectors have been more successful in attracting FDI than others. The manufacturing sector has attracted the majority of the inflow of FDI.
