Kulturhistorisk värdering av 1980- och 90-talsbebyggelse - fokuserad utifrån samhälleliga beslutsprocesser

Abstract
The purpose of this study is to present an understanding of the field of cultural-historical value assessments applied to built environments from the 1980-90th. But also the consequences of decision processes in society, for instance applications of permission to construct or reconstruct buildings, are noticed. The methodological approach is inspired by critical theory and hermeneutics. Collecting and analysing the data have been done according to qualitative method. The first part is an interview study with four conservators of built environment and two architects. The second part is a documentation study with three examples of rebuilding and demolition of built environments from the 1980-90th in two big cities and one medium seized city of Sweden. The theoretical approach is from the theory called The Burra charter. The Burra charter provides guidance for the conservation and management of places of cultural significance. From the results can be noticed that built environments from the 1980-90th are valued according to the basis of rareness, qualities or characteristic of a certain age. The results also give evidence of a consensus between the conservators of built environment and the architects about the assessments of cultural-historical values, but there is also competing opinions among these professionals. The respondents have for example different opinions whether the buildings constructed in 1980-90 should be assessed in a perspective of cultural- historical value or not. The conclusion from this study is that cultural-historical value assessments of buildings from 1980-90th has a hard time argue its case against other interests in the procedures of decisions.
