Integration av romer – ett europeiskt ansvar? En kritisk diskursanalys av EU:s policys och strategier för integration av romer inom EU:s medlemsstater

Sammanfattning
In 2011 the Commission presented a framework for National Roma Integration Strategies up to 2020 with the intention to encourage the Member States to integrate the Roma population. Since the Eastward expansion started in 2004 the population of Roma has grown from 2 million to 10–12 million. The aim of this bachelor thesis is to study how the EU construct problems with the integration of Roma by analyzing policies and documents implemented by the Commission. The theory by Josine Junger-Tas is used to analyze the policies and contains three concepts: structural integration, socio-cultural integration, and political and legal integration. With the help of these three concepts the purpose of the thesis is to understand what is represented to be the problem in a specific policy and what presuppositions or assumptions underpin the representation of the problem. The results imply that all three dimensions of integration have different opinions on what the problem is represented to be. The political och legal integration is the most highlighted dimension by the EU-policies, where the Commission express the insufficient interventions from the Member States as the main problem. The Commission claim that the Member States has the primary responsibility for the integration of Roma.
