During the year of 2010 the Swedish parliament conducted a voting on a government bill that resulted in that the Swedish defence forces changed from conscription based defence to adefence with indentured soldiers. The purpose of this thesis is to look at this bill with the methodology “motive analysis” which is based on the search for explanatory statements and concealed motives. The ambition is to find out why the Swedish government concluded this restructuring of the Swedish defence forces. In essence, if there is any causality to the decision of the bill that weren’t pointed out clearly in the public room. The analysis in the explanatory statements is preceded only through a motive analysis, while the concealed motives are preceded through motive analysis in combination with Rational Choice Theory.
The motive found in my analysis is that the Swedish governments since the end of the
Second World War has entrusted their defence of the Swedish main land to other actors on the
international arena, especially NATO and the United States. The governments in Sweden
have through this expectancy of help been able to use the economic resources from the
military to invest in a welfare state, among other things. The cost have been a much smaller defence force and a political playoff between what was official said to the Swedish population and what was kept a secret to them concerning the capacity of the Swedish defence and the relations to other countries forces, from the Cold War until today.
