Sammanfattning
Statistics shows that there are big differences in the corruption levels between Estonia and
Latvia. Previous research has found that various historical aspekt, such as the break with the
communist past, has led Estonia to the making of better reforms and strategies for anticorruption.
The research suggests that the making of better anti-corruption reforms and
strategies has contributed to the differences in the corruption levels. However, previous resarch
has forgott to also investigate the implementation of the anti-corruption strategies. For if the
anti-corruption strategies would have affected the corruption levels they would also have been
implemented. Therefore my purpose is to contribute to earlier research by taking a step back
and investigate how the strategies function in Estonia and Latvia, to see if there are any
differences in the implementation. To answer this question, we investigate GRECOs
compliance reports of their anti-corruption strategies. This will help bring clearness to previous
research. Thus, the empirical analyses indicate that there do are some differences in the degree
of implementation, where Estonia has a higher level of implementation. Nevertheless, there are
also some differences in the direction of the strategies that could have affected the
implementation.
