LAGSTADGAD MINIMILÖN – ETT HOT MOT DEN SVENSKA MODELLEN? En diskursanalys av arbetsmarknadens parters uppfattningar om lagstadgad minimilön

Abstract

In July 2019 Commission President Ursula von der Leyen announced in her political guideline that she will propose “a legal instrument to ensure that every worker in our Union has a fair minimum wage” as a part of “an action plan to fully implement the European Pillar of Social Rights”. In October 2020, the European Commission made a proposal for a directive on adequate minimum wage to ensure that the workers in the Union are protected by a minimum wage which allows for decent standard of living. The aim of this thesis is to examine how the labour unions and the employers' organizations in Sweden perceives the directive on adequate minimum wage and the problems they identify with it. The material that is used in this study is different kinds of texts from the websites of the social partners of Sweden, analysed with the help of Carol Lee Bacchi’s discourse analytic tool: “What’s the problem represented to be?”. The results show that both social partners believe a European minimum wage would “threaten” the Swedish Model. However, by the use of Bacchi’s tool we can see that the social partners have some different focuses.
