dc.description.abstract | While researchprovidesevidencethatvoters’considergovernments’
past performance,littleisknownaboutwhichinformationvoterspay
attentionto.Wesuggesttwocompetingtheoriesofretrospective
voting:Outcome-orientedvotersonlyreacttothepolicyoutcome,
whereas position-orientedvotersconsidertheinitialproposalasin-
formativeoftheincumbent’spolicypositionandpunishthemforthe
unpopularidea.Wetesttheseopposingmechanismsusingthecase
of widelyunpopularschoolclosuresandoriginallycompiledgranular
data onSwedishlocalelectionsresultsfrom2002to2018.Weexploit
within municipalityvariationinvotingacrosstimetocausallyesti-
mate theconsequencesforincumbentsintheneighborhoodsurround-
ing theschools.Ourresultsconfirmthatvoterspunishincumbents
for closingaschoolbutalsoforwithdrawingtheproposal:theyvote
position-oriented.Ourfindingshaveimplicationsfortheunderstand-
ing ofretrospectivevotingandwhichinformationcuesvoterslook
